This is probably a shot in the dark, but I thought since I'm a backer and all I should probably try suggesting this. I have an older computer, so my graphics card is pretty outdated, and although I do plan on getting a new one, I'd still like it if the game had even lower graphical settings. I probably gets 15 fps on the lowest settings in windowed mode. by the way I have an inspiron 570 with a radeon HD 4200 gpu, and amd Athlon X2 II 250 processor
You can try to run PA.exe with "--nofeatures" flag, trees, rocks and many other objects will be invisible for you then but you will able to see metal spots using icons (use Ctrl+N to toggle icons for them).
The main thing that will help this is time. We're continuing to work on optimizations and other things to help improve performance across the board.
The most recent build (54696) has been running great for me, and I used to see a lot of slow down especially with larger unit numbers. Whatever you're doing to optimize... it's working.
No.. If you're fully patched up, all the launcher does is execute PA.exe. You can run PA.exe from a command line. That's what he's suggesting. It's not the best way to run - obviously if you don't run the launcher, you won't know when a patch is ready. However, if it helps your perf, it can be worth doing between patches.

Are you using 32bit or 64bit version of vista? The game requires 4gb of ram and your system is only showing you have 3gb of ram, This may be because your using a 32bit operating system, 32bit operating systems can't effectively use any more than 3gb of ram...
Also "C:\Program Files (x86)\Planetary Annihilation\PA\PA.exe" --nofeatures or "D:\Planetary Annihilation\PA\PA.exe" --nofeatures Depending on where you installed the game will disable features.. Putting the qoutes around the location to the game or program executable only then after the quote add command line options. Example "c:\location of game\game.exe" -commandlineoption ^^^ this is the correct way to make windows shortcuts with command line options
can also run --software-ui, did you try scaling the resolution down in the settings. You can also play with the ui settings.
If your machine is old, optimisations may not even give a perf increase. I was running a pentium D up until the 2nd gen core i7(2600k) came out nearly 3 year ago and the difference in performance was litteraly 10+times faster in everything. It can be financially difficult to upgrade/build a pc but it is worth it when every thing is running sweet.
You can upgrade to a decent quad core pretty cheap. Either core i5 or AMD A8-10 and cheap video card. All I have is Radeon 7750 can even run on 7660D integrated graphics
