Ok, so I went ahead and checked my drivers and it's turns out they were in fact out of date. Installing the new ones fixed my fps problems. I didn't bother to check at first because I thought Geforce Experience is supposed to take care of that. So basically, don't trust Geforce Experience to get you the latest drivers.

Thanks to those people helping in this thread. :)

Thank you for the information, it's important data to know. I just want to be sure your problem not related to old UI problem.

Im running the game on an ACER Iconia W700 tablet @ 1280x720 resolution in Fullscreen mode all settings on MEDUIM
(Fullscreen uses native desktop resolution so if your device or desktop is at 1920x1080 thats the fullscreen res,, if you want the game to run at lower resolutions then set your desktop to that resolution then run the game fullscreen.)

At begining of game when commander lands, FPS 15-18fps
With a unit count of over 2000 units on screen zoomed in, 10-12 FPS
With unit count over 2000 units Zoomed to RADAR mode with the little icons over troops 14-18 FPS

    Specs :-
    Processor - i5 3317U 1.7ghz - 2.6ghz turbo boost 17watt TDP.
VideoCard - Intergrated Intel HD 4000 128mb dedicated ram (1.7gb ram shared) 750mhz GPU clock
    RAM - 4gb of Laptop DDR3 1333mhz
Audio - Realtek "Dolby Digital Hometheater v4" Intergrated Audio Codec.
    H.D.D - Toshiba 128gb SSD, 180mb-300mb/s transfer rates
