    Long range arty needs to be nerfed a little. Nearly every game everyone builds an arty base within range of another player only a few minutes into the game. And im talking t2, t1 is fine.

    Also they are more effective then the AA that you build for actual defense.

    High level balancing concepts can most definitely be considered even without fully functional unit behavior. Things like small tweeks to build times, build costs, etc won't happen for a long time. I'm sure I will still be considering small pokes and tweeks as they pry the build out of my hands for release.

    Already some good stuff has been mentioned. "Air health increased, AA damage increased to make more effective vs ground" was actually done a week ago...It was a high level concept that we identified as being an issue. I have identified other areas that will be addressed before the beta release.

    My balance goal for beta is to make all units have a meaningful interaction. I know I can't shoot for "balanced" but will be taking the first step in that direction for beta. Once we know our balance goals, I can assess how unit functionality and behavior impacts the high level goals, and adjust accordingly as more systems and game mechanics get implemented.
