What directory are you running out of? It shouldn't matter, but I want to rule out administrator rights. This sounds like something else. You have the .NET framework installed and everything?

This error usually mean that your Windows setup partially broken and usually it's broken by user. Did you get this error after you tried to fix some another error? Actually for most people it's happen because of wrong Direct3D files which for some reason were included in their Win7/Win8 setups. You can fix it as explained there: https://forums.uberent.com/threads/problem-with-running-planetary-annihilation.49067/#post-756018 Obviously you don't need install AMD drivers and don't need reboot. Just very accuracy remove d3dx9 DLLs and then install directx_Jun2010_redist.exe, probably you'll also need to re-install DirectX11 too.
