If you guys can't access the alpha forum you should try to log out of the forum and then log in again. For some reason the additional user groups are not recognized immediately sometimes.

    When this error appear?

If it's happen after you tried to fix directx error it's probably because you copy wrong dll. You need try to remove these files and try to install this package manually:

Unfortunately it's not game problem and it's beyond developers power to fix it. It's Windows problem.
You might check what's Microsoft Support recommend to do in your situation:

    http://answers.microsoft.com/en-us/wind ... 88b867bcd6

PS: According to your DxDiag you might grab newer GPU drivers, but I don't think that's help with your issue.

Yup, this is a Windows problem, found dozens of other applications with similar problems.

For now I would like to ask you to download and install:
    - .NET Framework 4.5: http://www.microsoft.com/en-us/download ... x?id=30653
    - DirectX 9.0c redistributals: First : http://www.microsoft.com/en-us/download ... x?id=34429 and second: http://www.microsoft.com/en-us/download ... px?id=8109
    - Latest Sounddrivers - apparently this has fixed a number of people's crash on launch problem

Try those before you do a reformat. It might be just the .NET.

I can't give you any guarantee. Probably you just need to done system restore.

I use Linux most of time, but two weeks before I just installed Windows 7 SP1 64-bit, audio drivers, video drivers and game worked well without any issues.
It's why I sure that your issue is related to some problems with Windows installation.

He installed game from Steam, he don't need launcher, so don't need .NET too.

Have you tried to unpack directx 9 runtime manually. Seems like yeah.
Probably you need try to remove it and then re-install.
