Runtime Error: no fix yet?

I recently ran a system restore (which may or may not have been the cause of this problem) and shortly after decided to play MNC. When opening the .exe from Steam I got the "Runtime Error! programs C:\whatever\steam... application has requested Runtime to terminate it in an usual way..."

I have tried the few solutions (deleting the .exe, ctrl-z,verify integrity) and also (deleting the 2 config folders and verifying twice). Both of these solutions have not worked.

Is there any other solutions to this problem that are known to work?

Try disabling steam cloud and deleting the configs one more time.

Ill try this, this wont get rid of all my money/achievements/etc in game will it?

Can anyone answer this question before I try this solution?

This solution did not work... Can anyone else provide a solution? I would like to acutally play the game... Going to make sure this thread is bumped until its addressed.

Reinstall the game or reinstall Windows.
