Started reading the end user license agreement looks like it does not allow modding. Judging by language such as for the sole purpose of playing the game or you may not distribute, modify, and copy.

    In Conclusion
Do Not Mod Change The EULA To Support Modding. ;)

Mods are more add-ons than game modification. Even if they can overload some game parameters, you don't need to modify the game file to use them. So the mods are not violating the EULA.

In other hand, I think some tools to create custom units has been created using some header files from reverse engineering (Uber assisted)... ^^

The game software remains unchanged. Placeing mods in the PA data directory is using the game as intended.

Modding is copying, modifying, and distribute original game files for example Queller AI and simple mods or more complex one. The current modding system is a hack job be it was originally meant to be a stop gap (by the modders) intel the reality one was develop (by uber ent.). But nothing never... :(

that language is very clear and is referring to PA source code.

when you download PA after purchase from steam or GOG, do you have the source code? no.

can you modify it? no, we just said you don't have the source code. but even if you somehow did the EULA you signed says you can't.

that's it's point. it makes sense.

it's not very future proof because down the line ownership will be broken up so noone that can "allow" will be reachable anymore and mods won't cut it anymore for some of the enhancements the community will want to make and so you and everyone who can code and cares about the game progressing will be stuck with no recourse ... (this is of course referring to experience) .... but eh, what can you do?

at least if your worry is that legally PA isn't moddable, you can stop worrying, with that language, the EULA does allow for modding.

I am not worrying. It's a legitimate point of criticism and a concern.;) It is very clear yes that is referred machine (E.g. .exe, .dll, etc.) and source code (E.g. JavaScript, HTML, CSS, etc.) because of language like this "You may not distribute, copy, reverse engineer, derive source code from, modify, disassemble, or decompile the Game or any Game software." Derive source code from literally means take the executable and turning back to C++ source code. The UberMap was created cola_colin used reverse engineering. The simplest mods are just modifications existing files and put back in the file structure. You have to copy and modify to do that.;)

In the end put in EULA permissions to allow modding that would support the community. :) Like steam agreement (valve software games only) or Skyrim's EULAs for example.

I think it's talking about the compiled .exe program
