Can't Unlock All 8 Loadouts in Galactic War

I've played through 6 of the commanders in Galactic War about 10 times each but for some reason I cannot unlock the last 2 on the bottom left column, does anyone know why this is. Every time i've played I set the size to uber and difficulty to normal so I can just unlock them all and play at a harder difficulty level afterwards.

This might be not right, but you will unlock the loadout only if boss battle happens in specific system.

There is a mod that unlocks all loadouts, you can use it.

Yep

The mod is called "Unlock Loadouts for galactic war" . You need to install it and open the galactic war main menu to confirm that everything is unlocked. Once this happens, you may unistall the mod as it is not need from this point on.
