I don't even know where to begin, first the game starts fine at 57-60 fps, and then it just drops and drops and drops and then sometimes glitches and screen flashes appear out of nowhere.. Sometimes with little units actually on the map. I've encountered this on one world and up to four/five worlds in one system. Still nothing but issues, small planets, large planets, etc.

    12 GB DDR3 RAM
    AMD 270x 2GB SAPPHIRE

    If Windows:
Could you try it again with a clean boot? Instructions are here: http://support.microsoft.com/kb/929135/
If that doesn't help, could you upload your DxDiag.txt? You can make one by pressing <WinKey>+R, typing "dxdiag", and pressing "Save All Information...". Upload the resulting file here using the "Upload a File" button on this forum.

    If Linux or Mac:
Which OS version/distribution do you use and what drivers?

That's not how it should run. I'm on a similar all amd rig and game runs smoothly.

I was getting weird fps drops, turned out it was the fx cpu throttling (they thermal throttle at 60 degrees, so check your temps while gaming). Improving the cooling corrected the issue for me...

Well first thing first i set up a clean boot, and I also DDU'ed my current drivers, figuring that the install could be corrupt as windows update sucks. So when I restart my pc i intend to reinstall fresh 15.11 drivers. I don't have the stock cooler on the CPU, its a Coolermaster Hyper TX3, I know its not liquid cooling but its still better than the small stock one, so I don't really see my temps getting past 58-60, however i never recorded with this game, so I will find out.

is the game safe to be recorded using MSI Afterburner for performance? Or how would one go about doing this.

MSI afterburner sometimes causes problems. You can use <Ctrl>+P in-game to see the fps for the client though (and server and sim too).
