Usually I like to encourage people to kill each other faster, but can see why people would like this too You can also do this (negative multiplier) in team games, to encourage one massive attack that takes out all the enemies.
Possible to mod an economy change for all the other players. Like +0.1/ 0.2 to everyone other than the person that done the killing. Just think a minus .02 drop could hurt a lot. Easy to troll this way too. "Hey mate that's my mex. Let me have it or I'll walk my comm into your base. Yolo. Rekt, scrub. Your mother joke!".
Good idea. The only thing I don't like is that this encourages you to play badly, and if you learn how to play the game initially with these settings then you will pick up bad habits.

The guy who built the Ragnarok was on twitch (Optimus Prime, a guy you should know burntcustard ...) When the game started I was joking about doing a ragnarok. And indeed: at first almost everyone started to turtle, but there is always small fights for a mex here and there. Then someone killed another player and got the -20% bounty. Then, some minutes later, a guy suicided his commander to our streamer. Baam, -20% eco there too, and as he was annoyed by someone else, he go for the kill. And that was -40% economy. He was a decent player, with a 100% economy and from there he was at ~60%. There was no point in continuing the rampage. He decided to build the ragnarok. Frankly, it seems to me either you wait an insane time to build a lot of big stuff like T2 army, titans, or if you got a kill, at some point you have no other solution but to destroy everything, like using the ragnarok. IMHO, this is not a good game mode. and btw, the next release will force the eco booster to be [0.1,1.0], and I approve it.
I played a game like this - 8 players I think. People were too scared to attack. So, we all turtled and no fighting took place. Ragnarok won that day.
I dislike the design to prevent the rush. In fact, it is not too difficult to get into the late game even if players rush each other. Many players still can produce units, expand, and tier up while in fighting. Preventing the rush causes the game even longer than current situation. This game is a RTS, not sim city. The game should encourage the player who can do more things rather than just waiting money.

So is it possible to revert revert this change from the PTE, or at least widen the range to [-1.0, 1.0] to allow people to play with an negative economy boost?
No, please don't do that. It ruins the game! The value -1.0 means that the player loses all of his incoming by leading an attack. Why should the game punish the player who does the right thing to win?
If this is happening then your ignorance to scout is the reason it happens, bombers and tanks ezpz kill 200+++ dox. You mentioned defense, unless you are putting walls in front of those turrets then dox will melt them because turrets are not suppose to tank damage only deal it. Other than that the bounty mode was intended to be a way to break a 50 min into game mega turtle who has all of his eco on a gas giant and his only fort is covered in defense (I.E ME). This way players who have killed more of the opposing team or other players will have a significant eco boost so the turtle does not economically stand up to the player. Now how effectively that player uses it is in their hands, reduceing it will only give the turtle more power as they have more time to mount an overkill snipe and win the game (I.E 200 SXX or Omegas or Titans or whatever they want)
Looks like the latest update ruined your workaround... "Added restrictions to the bounty mode modifier. Values must be within [0.1, 1.0]" -Hotfix Build 87296- 9/9/15 Didn't even get to try it, thought it was a nifty idea though.
