Titans does the following things to make it worth the cost:

    1) Titans adds a bunch of new massive robots which are really cool from a graphical perspective.
    2) Titans allows for power projection between water and land with hover craft which both a) allows for a comeback when someone controls the richer element and b) allows for the rapid destruction of alternate element turtles who can hide behind the terrain barrier until you build the right factories in the standard PA
    3) Titans makes T2 air actually useful and unique without being overpowered. Standard needs this badly IMO.
4)Titans makes interplanetary invasions finally possible against heavily entrenched planets to the point where people are legitimately claiming that it is too easy. Its definitely better that they erred in that direction in titans, and they erred less then they did in standard.

These are the big important ones I have found so far. I imagine that I will find new ones as the meta develops around the new units, but so far it is all of these upsides and no downsides.

It's too much content for $13. I'd buy it for $40 and be happy.

Let me ask you a question... Do you like original PA or not?

If yes: titans ups the over the topness of PA even more. It's PA on steroids, so I'd say it's well worth it for someone who already likes the game.

If no, what is it you don't like. Titans improves the following:
    - enhanced terrain (cliffs / plateaus).
    - more units (1 extra per t1 fac, 2 extra in t2 facs and 5 titans)
    - It add new unit interactions including hover layer (land / water crossover) and an orbital overhaul.

What it doesn't change / add:
    - The underlying eco system
    - planet differentiation (apart from hovercraft being able to cross lava).
    - a scripted single player campaign
    - unit abilities, cloak or shields
    - The overall pace of the game.

It's 25 new units, including some rebalance work around them. That's a bit bigger than your average $13 DLC.

Most importantly, it makes the game more interesting. It's a bit more of the silliness - or creavity - PAs unit pool needed. Just counting combat units, I think that's like 50% more units?

The enhanced terrain has also been moved into classic so this doesn't count for the Titans upgrade.
    What does count however are:
    - Loads of new units
    - New buildings
    - Unit wreckage
    - Unit rebalance
    - New bounty gamemode and support for future gamemodes
