First of all - Hey. I have the first PA game on steam, i really wanted to play it but didnt have the chance to do so. I bought PA - TITANS and hope to start playing this one. I am new to this game, but i am not new to this kind of games (Total Anihlation as a kid). So, Squizen is my Steam name, i would like if you guys could add me on steam and maybe we can play together and you could teach me a few things. By the way, how can i change the resolution? I have a 4k monitor and it seems like i cant change the resolution and everything is so blurry... Thanks. By the way, i am 21 years old from Israel, nice to meet you.

With respect to resolution, PA runs at the native desktop res (though it might max out at 1440p I think?). In the game settings you have options to scale the ui and main window independently, which can help getting the ui to a good scale for your screen space. .if you can't get it looking correct, try dropping your desktop screen res to 1440p and try the game again..
Nice to see more new blood coming in I recommend getting the PA Mod Manager (aka PAMM, you can find a link to it in my sig). This game has a vibrant modding community which can help make the game more enjoyable. I would recommend PA Stats, among other features is a global chat that you can use to talk to new people in game and hook up with games that suit your style
It gives you access to lots of statistics (see here) and it also adds a global chat right in PA. That makes it easy for you to get training matches or just quickly ask questions. If you are not interested in the statistics, you can also download the stand-alone PA Chat mod. They're all available in PAMM (and many many many more).

When i type PA STATS in serach it find too much results for me. What should i download? Everyone of them has an old date of upload/update. What should i download? Thanks.
Yes. Pamm changes a configuration that enables the mods that you have enabled in pamm. The configuration is active for both PA vanilla and Titans.
You'll know it works when you log into the game and along the bottom of the screen you'll see a chat bar, clicking on that extends it into a full window.
