I believe those were concepts put together in the early days of PA. Neither of those were ever put ingame.

Those who pledged $1,000 to the Kickstarter were able to create a custom commander as one of their rewards. In the Custom Commander Survey, we offered concept images to show examples of each commander class; tank, raptor, quad, and imperial. Those units look like the concept images for tank commanders.
may I ask why those weren't used? they look a lot cooler than the tank commander everyone has access to.
To develop a concept into a commander is a lot of work. The team went with the Aeson, Centurion, Osiris, Rallus, and Nemicus commanders to add to the game. We later added the Invictus commander, which is similar to Delta, as this was the commander used in all the marketing and felt it was best to offer this commander to all. Creating commanders is a long process. We're excited to be able to work with backers to create their custom commanders and it is a treat for all of us when they allow us to sell their commander in-game. I can't wait to see what else the backers create with their designs!
