I can pan accross planets fine, the in-game FPS itself isnt the issue. When I try to build there is no animation, they just appear. Its like my commands and unit movements are delayed. Thats wierd.... Can you hit Ctrl+P several times and let us see a screenshoot of the different panels? Also I see you are playing on a laptop, try to turn the power options to max performance and make sure the GPU that is used is the dedicated chip and not the integrated.
the way you started the game probably launches an offline game with the server on your computer. Is it the same when you play online? To start an online match go to custom games and just make a game, add an AI player and let it private, start the game. My first thought would have been network lag, but locally that is weird. Maybe some software is installed that interferes? Something network related. Also I'll move this to the support forums.
Well actually he said it was also the case with AI games, which should be hosted locally on his config, so its wierder than this in my opinion
I tried a custom game - online and it seems to be working fine. I have no idea why I can't play single play. I'm the only one connected to my modem with an Ethernet cable. I have 150MB Down and 12Up

In the settings you can force PA to use online servers even when you play Galactic War or vs AI games. I guess you have some problematic software installed.
I dont think I have that installed. ---EDIT-- Nevermind I do. I see it running in the background in my task-manager.
