If you have a 4:3 monitor your resolution is most likely below the minimum supported which is 720p, there is however a mod that will scale the UI so you can see all of it. But seriously I recommend getting a 1080p monitor. I'll be worth it. A screenshot of PA would also give more insight in the problem
