   this happens to me sometimes i zoom in or out of a planet and tab in or out.
   It goes back to 60 by zooming or tabing

   sounds like you are forcing v-sync
   
   check your nvidea/amd settings and set v-sync to "use application settings"
   
   that should allow PA to run at any FPS, instead of only 30 and 60 and could improve preformance
