Weird error with my school's grade-checker

So this is very off topic from everything else, but I'm bored and am wondering if anyone can solve this puzzle based on the code I pulled from the error (on line 159):

As you can see, there's an error of some sort and my school IT's aren't good enough to figure it out.

Looks like the web server just can't connect to the database. Have you tried turning it off and then on again?

How to fix any IT problem: step 1. : reboot.

Either the database is down or maybe whatever you want to do is an operation that takes so damn long (probably because the application has a performance bug) that it times out.
