What if the game designers, in their spare time, as a hobby, made mods for PA? Then they could totally add shields as a mod or their own balancing tweak without it being official. Your secret is exposed! I should check to see if shields are available in the mod manager. And now I'm wondering why shields were not added into the game. I don't remember seeing the reasons for it yet and no it's not obvious.

Yeah, I realize shields might encourage turtely turtles, but honestly, that's their fault for being a turtle. They'll lose anyway. but, Metal Makers are kinda a must. Honestly, if there just isn't that much metal, you're gonna have to compensate. Make it really inefficient like in TA and supcom.
So we have to build EVEN MORE power no thanks. I used to be a heavy user of mass fabricators in subcom, also massive turtle, now I learned to expand and I don't miss the metal makers at all.
He enjoys his AI very much it seems, he even implied he's going to work on some fixes over his holiday break. Though the develop-ception would be cool.
Well I know they are busy to begin with so that is probably why and mannnnnn comoooonnn it's their free time to give them space to help them get new ideas and such + we have good moders our self (community wise), ask them?
