Planetary Annihilation freezes on startup

Hello there,
After downloading and installing Planetary Annihilation setup (PA_Setup.exe v1.1.64928.0) for my computer, it refuses to load and instead sits frozen in the windows task bar.

I am running Windows 8.1 Pro (64-bit) laptop with Intel Integrated HD 4000 Graphics, Core i5-3210M CPU and 8GB RAM. I have also downloaded the latest GPU drivers and installed those, removed all GPU power saving options (it's now Maximum Performance) but the problem still occurs.

A UberLauncherLog.txt file is generated during the process, which I have attached to this message.

Please let me know what I need to do for this game to work.

This looks like this issue here (PA launcher in taskbar but not displayed/crashed)
Worth a try

Please can you post a Dxdiag so we can check for problems.
