Does it have to be a steamgift found a (legal!) site where the game is cheaper and which gives you a steam cd key

And can I give two games, since the game I might want to give is relatively cheap and I can add another small game to make the sum of the normal prices (no discounts) closer to 20. But I might opt and give one more expensive game.
