"Disconnecting" instead of surrendering

Can we get a fix for this?

Some people when beaten will "disconnect" instead of surrender. I got a guy surrounded by 17 ants not including supporting dox and sparks. his commander is at less than 1/8th health. He's about to die then "if your opponent doesnt connect within 180 seconds you will win".

Why am I the one getting punished for winning while he gets to re-que?

Yes it can be frustrating, but some players experience a genuine disconnect and the time-out gives them a chance to rejoin. I see this happen in public games.

Within the ranking system, you are still rewarded and they are punished.
