Got some wierd tech in my newest GW game

I tried my first luck with hard mode GW but ran into some issues in the first 2 AI System without T2 and got destroyed.

So I started a new game, and suddenly I am finding very odd techs.
In additio to ones I know from previous plays I got very "Work In Progress" looking ones with +7%/15% Metal/Energy.

Is that some special event?
Some accidently exposed WIP stuff?

I installed Galactic War Decks, asuming it was some new loadouts and totally forgot I had it installed afterwards.
