Hey I know that you can technically have planets that are mostly water with a bit of fiddling, but are we ever gonna get legit covered in water planets? I always liked naval battles so I was just wondering.
Why would they bother adding a specific water planet when it's so easy to make your own from an Earth or Tropical planet? Hell, I think you can even use Ice or Desert worlds!
The point is it actually isn't... I think that you're still limited to a certain water height, you can't set it to 100.
Basically earth, ice and desert it's same Earth template with different default settings as far as I know. Main problem it's fact that at moment number of settings include water level enforced on server-side.
Keep going through seeds, you will find a water covered planet eventually at a 60 water height. Also, naval isn't fully function invasionally yet. Try NavalRedux, it adds more raiding/scout/cheap-dps units and allows naval to work with teleporters.
Well not exactly, the kickstand goal had to do with naval units in of themselves. But don't worry, I'm sure full water worlds are still coming. In fact, I wouldn't be surprised if the deal just forgot to change the limit, I can't even remember why there was a limit.
There are several worlds that are completely water covered with a 60 water height. Let me find one... EDIT: 70 is new max.

It also has an odd but ineffectual lighting abnormality on it when I see it at least. Let me know if you see the same. Naval only planet, saved to System Sharing. Clone a few of these, not sure if resizing adds land but good chances are it doesn't up to a certain larger size, but you can make your own system with this planet using similar numbers. You can play multiplanet, suggested especially with navalredux or statera with the working naval teleporters. I don't always play Naval, but when I do, I prefer Naval Mods (Redux/Statera). Stay thirsty my friends! (get it, naval, water, thirsty? heheh. its funny...)
Subs have issues, there is a history behind them. Basically, ingame, all sorts of ambiguity between seeing underwater, having vision of underwater, being submerged or not, having room to do so, how the maps generate, and how you see if the water is deep enough. You would build a sub in a shallow area (naval factory placed in shallow) and it would be useless. You would build a sub pen alternatively in a deep pocket of water, just to realized its a small area, surrounded on all sides by shallow water. You could build a structure thinking submerged, but really end up not-submerged. A fix would require dedicated effort, but theoretically would be possible.
