Launcher won't Launch - Saying it is already running

I have an issue. The PA launcher refuses to launcher because, every time I try to launch or verify the cache, it says 'Please Shut Down All Instances of Planetary Annihilation and Try Again."

To the best of my knowledge, PA is not running. I am running no mods and have recently updated drivers. And PA is DEFINITELY NOT RUNNING ON MY TASK LIST!

Any chance you using my workaround to decrease UI memory usage?
It's caused such issue for some players.

I've reduced the UI program count. What's the stock number and how can I undo it?

There is also bat script you can use to add/remove this automatically.
