Aside from the menus, the audio is almost constantly skipping, trying to scroll in or out during a battle causes lag, and scrolling out all the way to a system-wide scale nearly crashes, because the lag is so bad. I'm running on minimum settings. I've already checked for GPU driver updates. Dxdiag is attached to this post.
It's likely happen because you only have 4GB RAM. Try to choose smaller planets/systems to play and avoid games with Earth and Lava planets (they use more RAM) You might as well try to increase "page file / virtual memory" to something like 10-12GB: http://windows.microsoft.com/en-us/windows/change-virtual-memory-size#1TC=windows-7
