[WIP]Global Chat

Im in a hurry so no screenshots right now. Simply adds a global chat box to the main menu and the server browser. Shadows server_browser.html and start.html since I'm in a hurry. I would appreciate if someone would add this to pamm and/or pamm-atom as I don't have the time.

There may be a random pink window the first time you load it, press f5 to fix it.

Alt instructions, download the mod through here and drop it into the mods folder, use PAMM to enable it

EDIT: A few notes

1. If there is an ad, press f5 it gets rid of it (it did for me at least)
2. in order to see new messages you have to press the refresh link in the chat box
3. putting in your email is not recommened and not necessary

also can't use @ symbol and scrolls up rather than down.

The view count on an attachment doesn't update immediately, if that's what you are referring to.

(Would hate that 2 nice people lose time over a same feature)

I know of this thread and will check what has been done here before I start to think of my own implementation.
My own implementation will look to offer a global chat to all PA Stats users first.
