PTE: what is it and where do i get it?

it's not linked on the homepage, it's not got any admin sticky threads, where am i supposed to know what it is?

esp. w/ the uber employees assuming we're all using PTE because we're enthusiastic fans..., it'd be nice to know where to find it!
