Personally for games I want but don't want to spend a lot of money on, I just put them on my wishlist and wait for a sale. Steam notifies you if games on your wishlist go on sale so that works out quite well. Hope that helps you with future Steam purchase decisions!

You're correct there is no demo, but there are lots of videos on YouTube, and lots of other ways to learn about the game before buying, just as there are for any other game you may want to buy. Also, Uber are unable to offer more to those who paid full price on Steam versus those who paid the discounted price, because Steam only allows them to sell one version of the game - it doesn't differentiate between the amount spent on the game. All Uber can see is "this user bought the game".
