Yeah, I'll do it. I'll just have to do it for the barrel of the tank too! xP (And a few other things I believe...) I'll get right on it! Edit: Copying the model connected it back automatically to the mesh...
Maybe you should just try and redo the model altogether, I have found out how to connect the bones correctly but the meshes parts are connected when they shouldn't be yet.
made a new model but when i put the bones attached to it and go into pose mode its all messed up but im just going to see if the model is now in PA fully
Don't worry I can rig it. Just keep it not rigged, the problem was you changed the rig for the tank AND made it so the whole mesh was connected to each part. You need to make a bare bones one where it's one mesh but moving some faces don't move and change the whole mesh, only the faces you have selected.

Alright, I can't do it for a few hours though, I'm in class atm and I have a doctors appointment afterward, my apologies.
Okay I wasn't able to export it but I think that's just because I messed up with the UV map but this should work perfectly! All bones work and move the faces as they should. Here's the link; I hope you can get it exported. Edit: Actually I think it's because nothing is attached to the light_laser_tank_mesh bone or whatever, I'm only confused slightly because that bone was not attached to anything on the original tank yet when I attached something to that bone it let me export it. Maybe you can work it out.
Try reimporting it into Blender, give me a pic. I'm very stumped, every bone is connected perfectly! o.o
