For low-end configuration like your it's more important how much RAM you have and what OS you using. This game require at least 4GB RAM and I'm personally recommend to have at least 6GB. It's also required to have 64-bit OS because 32-bit just won't work too well.
Then I guess your video card performance will become problem before than CPU bottleneck. It's also depends on your monitor resolution, but on minimal settings game should work. There is CPU bottlenecks currently, but actually when developers fix them game shouldn't need much CPU power on client because server done most of CPU-intensive tasks.
I am running dual core with 9500gt and 4g ram on windows7 and lubuntu (new). I actually run pretty smoothly on class 2 planets. Playable for sure. The game shouldn't be too limited for you with that information given.
Your system will run the game comfortable. The main restriction for PA is ram... I run on 2 machines, an AMD Phenom II quad core desktop with a GTX 560 and 4gb or ram, and a Core i5 (first gen) laptop (2 cores 4 threads due to HT) with a GT 420 (96 cuda cores) and 8gb of ram. Despite the desktop machine being about 2x the performance of the laptop in graphics and 1.5x faster on the CPU, the game generally runs better on the laptop due to the increase in memory. note that the key issue for memory is planet side. My desktop system is faster IF I only play on small planets (e.g. a scale 2 planet with a single scale 1 asteroid maximum). The laptop however maintains a comfortable frame rate on MUCH larger systems (e.g. 2 class 3 planets, several asteroids / moons- my desktop wouldn't even load a system like that). I play on medium preset + HDR (as it really makes the visuals pop a bit, but I don't worry about AA or anything) at 1366 x 768 pixel resolution. Another thing to note- PA sets its screen resolution based on your desktop- so if the game chugs lower your monitor settings in windows before opening the game for a boost.
