Low FPS, But Low CPU, GPU + RAM Usage

So I'm getting not the best FPS playing the game, but when I check my usage stats they're all pretty much 50% for the CPU, GPU and my RAM.

Is this something to do with optimisation? Or is something not right?

I've checked out a few of the FPS improvement posts and have tried the few things that are relevant to me form them, and some give a slight boost in FPS, but the usage is still very low.

Did you tried non-Steam version already?

Yeah I'm using the non-Steam version.

This isn't an issue in any other games, Battlefield 4 pretty much maxes out everything..
