Only this build have i noticed this. If i start a game sometimes the orbital shell is very close to the planet. Refreshing fixes the issue (F5 or go into game settings and then press save and close).
it does this when the planet is over 1200 size too. Dont ask me how we managed to start that game. it was a miracle, and the scale size simply read unknown.
In the game setting's go to the UI tab set "Orbital Shell" to "Range Dependant" if its set to "modal" im not sure when it appears , maybe only when you have orbital units. Tell me if that helps
