I was thinking that land factories (bot / vehicle) could be buildable on the water, and would have an additional floating off each ramp allow units to wait for a transport boat/plane to pickup them up for an invasion. This would be particularly useful on majority water worlds, say if a planet was curated to have high value land.
Interesting idea. But I'm not sure if it's balanced. Spawning in water may become overpowered with this thing, because you can build units to conquer land, while ground-starting players have to expand onto ocean with factories before they can really operate there. (Not counting equally accessible air here)
But both players have to build units to conquer the sea, both players can't reach the others domain, both players have to build naval, both players have to build land. So in that sense it is balanced.
Hmm, an interesting idea, though it could be problematic on a map where one person spawns on and controls the sea, the other a large continent. It would become a very defensive game as extending reach into the others domain would be difficult. Once amphibious units are in the game (not just commander) then I'd say allow the factories to be built on water, but only allow them to build the amphibious units.
