Question: Theta commander on steam version?

Will players who bought PA early access get the theta commander or has it just not been implemented yet?
And i was looking at the pre order cosmic thing and it said delta commander is a Cosmic Digital And Cosmic Limited? and i can access Delta when i (think) the steam version is A Warfare Edition? am i worrying about nothing?

There are only 2 Commanders created so far, Alpha and Delta, because there is only 2 they are available to everyone, as more commanders come online that will be rectified.
