Oh, I've seen this one before. It's caused by community mods remnants. You'll need to clear the "download" folder that you'll find in your Planetary Annihilation Data directory. See here on where to find that Data Directory: https://wiki.palobby.com/wiki/Planetary_Annihilation_Data_Directory
