im no expert on Canadian internets. common sense: upload, download and ping all matter. cable noons all have enough down, but up is 10 times slower. so ykcyc gets host.

Short answer is I don't know. Maybe we can ask teh Uber guys on this forum.
I have no clue how networking works in games, and in the unreal engine in particular. if I were writing the host selection algorithm I'd look at ping (which is the latency) and upload (which is from other player POV is download).
Consumer cable connections typically have upload about 10 times slower than download. I imagine the cheapest cable plan in the US has enough download speed to handle game events from 11 players. So what's critical is upload.
But that's just my noon common sense.
