That player was in a shared army, which means two players that control the same units. It's the preferred method of team play in this game due to allowing for a greater degree of cooperation and coordination.
That is so cool.. I never knew that was something you could do! I was wondering how this player was able to multi task so well!
Shared team play is a great excuse to invite your friends! It doesn't seem to be as popular with randos...
Some people would impress you if you watch 1 person use 2+ commanders. Then again, they aren't me (I'd take 45 secs to have all of them issued a queue of orders to last them the game a.k.a leading up to factory-assist).
I have to admit the tactics used for long term success weren't my idea of fun/entertainment, I've never been able to get into nuclear and orbital tactics, just adds extra layers of stress, so a shared army seems like a good idea to me where one person can focus that and the other on land/sea/air.
Multi planet play is particularly good in shared mode when you are allowed to start on multi planets. Start on diff planets, build a gate, then you can move stuff between each other easily without the orbital faf
