Basically bought titans a week ago, All i get in every single multiplayer game is unbearable lag. I mean it will literally freeze for a good 30 seconds - 1 Minute...This happens constantly throughout the game from the start. I have Fibre Optic, 30MB - So net speed isnt an issue. I also have a top end gaming pc...So Thats not an issue either. I have no problems with any other game... Any ideas?
Do you happen to have ASUS GameFirst III installed? If so, please remove or disable this program to resolve the issue.
Your dxdiag looks ok, thanks for that. Sounds like something interfering with the game. There's a list of software that upsets pa, msi afterburner is one. Also worth trying to disable steam overlay. I've also heard certain usb headsets can be a problem. If none of that helps @DeathByDenim can probably help further. Your machine should run the game smoothly even in large battles with these specs. For reference I get smooth frame rates on my machine which is a shower fx8320 cpu, 8gb ram and an r9 280 gpu (essentially a hd 7950).
MSI afterburner itself is fine, it is the rivatuner server stuff that MSI afterburner also installs if you don't disable it during installation.

The drivers for it are also two years old, so from before Windows 10. Newer drivers are available here: http://www.asus.com/Sound-Cards/Xonar_DGX/HelpDesk_Download/
Just to check, does this happen with single player? Or is the issue multi player specific? To test single player, go into settings, local server and make sure it's set to 'on'. Then host a skirmish game against an ai from the single player menu. If it doesn't lag then it's probably some kind of firewall / net security issue...
