I have PA. I have some money on steam. I want to buy TITANS.
But I live in Crimea, and USA goverment is nuts. And USA companies are not allowed to sell stuff to me.
I can buy stuff on third-party sites, but it will cost two times more. And I don't want to pay that much.

    Question #1 - Why the f***?
Question #2 - It is possible to buy titans with discount as a gift?

It is possible for kickstarter backers to buy Titans as a gift with the discount.

    I think.

@jables or @mkrater can correct me if I'm wrong.

    WTF?

    Because Russia, that's WTF.

regionlock is more steams fault i suppose ..
theoretically if you own PA already you should get a discount for titans ..

We do not region-lock our games. Is Steam not allowing you to purchase TITANS at a discount?
If you already have PA, you may be able to purchase TITANS in the Armory instead, but it sounds like you are trying to pay through Steam. Is this correct?

Correct, steam is not allowing me to buy stuff, even with steam wallet. I'll try to buy titans in armory.

    EDIT:

"add to cart" im armory leads to steam cart, and I see this - "because of restrictions on trade in the United States your purchase can not be completed"

    EDIT #2

When I was buying commanders, it were done without steam cart and stuff, it were in-game purchase. Can I buy TITANS like this? Because I think it might work.

Can you VPN to a server in the US and access the Internet and steam via the VPN? I have done that because I live in Malaysia even though I am American.

Yep, I read about this in various places, however almost everywhere people were saying that you can be banned for using proxy/vpn.

It's happening to me over a year now. It's annoying, but a bunch of friends who can help me with buying games.
The most stupid thing is that I have money on steam wallet, so I can spend them only on steam stuff, so basically steam already have my money. But I can't buy stuff.
