So I'm not sure if this happend because I used the mod installer. But I have like a really weird quality bug? My settings are on uber. I wanted to post a screenshot of my quality bug. But it seems on screenshots It looks fine. Even the Steam thing (Press Shift+tab) to open steam overlay etc etc is in really bad quality. It's like blurry?
Do you happen to play at 4k or something? I've seen somebody else say something similar. I think 4k isn't officially supported yet.
No. I don't own a 4k screen. I own a 720p one I believe. I never had this before though and I played the game before on the same screen. EDIT: Also just noticed I posted this thread on the wrong section my bad.
If you take a screen shot, do the image dimensions of that screen shot match the resolution of your monitor? It kind of sounds like the resolution is changed to something really low. Which would be weird, because PA itself is incapable of doing so...
Yes, 1920x1080p EDIT: Also, when I do windowed, the quality also gets fixed. I tried changing the Resolution scaling. Nothing happens.
What graphics card do you use? Because another possibility would be that the driver helper programs are trying to force settings that PA doesn't like. Another thing that would be good to rule out is Steam interference. Could you try using the UberLauncher instead of Steam and see if the problem persists? I found other people having similar problems with full screen vs windowed. See here: http://www.tomshardware.com/forum/109084-13-blurry-fullscreen-sharp-windowed-mode Specifically, the posts at the end have some suggestions you can try out.
Try using the Medium setting under Virtual texturing.. I have noticed some weird bugs with the virtual texturing system and the borderless fullscreen mode when using Uber and Low settings.. Maybe that will help. You only need to try changing the virtual texturing setting the rest can stay on uber. Edit. Or maybe try disable "Anti-Aliasing" that might help with the bug too.
Tried both of your suggestions, both didn't work. But if it helps. Whenever I press ALT+TAB, like where you see a window of open programs, the game becomes great quality but when I press on the game again It becomes **** again.
Interesting. It sounds like either the driver or the monitor is being to smart for its own good. Just to be clear, which of the suggestions did you try from the link I posted? Where there any effects? What's the monitor (brand/model) you use by the way?

Ah, so it's a LCD TV. According to the manual: Further down it says that the refresh rate is only 60Hz for 1920x1080. So my guess is that when PA is full screen, your PC will try to adjust the refresh rate to an unsupported refresh rate for some reason. This could possibly be because of an update to Windows or the drivers. Now, I am not sure how to force 60Hz, although apparently you can create custom refresh rates in the NVidia settings. It might even be possible to do so on a per-application basis. I don't have Windows myself, so I am not sure how to do that. (Maybe @maxpowerz knows that part, being the author of the video card performance thread. )
My pc has set the refresh rate to 60 automatically :/ So It's kind of forced already thats not the problem, I tried to change to unscaled didn't help. And yes It's supported resolution and RR, This is the only game I'm having this problem with.
I'm not sure either.. Can you try setting your windows desktop resolution to say 1080i or 720p instead of 1080p and see if it helps. It's weird that it's fine when not scaled to fullscreen and broken when fullscreen, It may have something to do with the resolution of windows, because "Fullscreen" in PA is just disabling the border to make a borderless window and stretching it to fill the whole screen.
