I keep on getting this message:
    uber launch.PNG

I have been able to run the launcher a few times but not predictably. I can play the game by running PA.exe though.

Can you please upload your DxDiag.txt?
Also please make sure that you have at least 500MB free space on your system drive.

You can also go to Start > %localappdata%\Uber Entertainment and renaming the UberLauncher directory to UberLauncher.old.

Basically that happens if something makes the launcher unable to write the files needed to that UberLauncher directory. Reasons for that could be the launcher is already running (invisibly or otherwise), because the file permissions are wrong, or because you're out of disk space.

Your suggestion fixed the symptom, but the problem remains. I renamed the UberLauncher folder to create a new version and was able to run the launcher. However, I am ran into the same problem again once I closed PA. I was able to narrow it down to one file. Even though I uninstalled PA D3DCompiler_43.dll is unable to be deleted and gives me this message.

I even have a version of the same file in Uberlauncher.old that can't be deleted either.
