Well you have 2 issues... 1 you only have 4gb ram (which is minimum requirement, however a ram upgrade would be a possibility) and the integrated graphics in the first gen core processors really sucks (your lucky it works at all tbh). If your machine has a free pcie slot (assuming its not a laptop, all in one or tiny small form factor thing) then adding a discreet card, even a cheap one, would make a huge difference....

Yeah, you're currently running 327.23 driver from September of 2013. This may be extremely tricky on your laptop, but you may try to find way to get latest driver available for laptops:

Though there is serious driver compatibility issues with Intel 1st gen + Nvidia laptops so it's may be even impossible. Still worth to try. Good thing would be try to do this:

1. Remove both currently installed drivers via Control Panel and Device Manager ("Uninstall" on both display adapters).
2. Download and install: latest Intel driver for first gen:
   https://downloadcenter.intel.com/SearchResult.aspx?lang=eng&ProdId=3231
   
3. Then install Nvidia's one.

Be ready to revert to old drivers you have as it's may not work.

Also main issue with PA for your laptop is limited video memory as it's only have 512MB and game need like 1GB to work properly.

Something you asked about is technically possible as game is perfectly modable and anyone may for example create mod with downscaled textures, or simpler effects or missing shaders. Though developers not going to do that for obvious reasons so someone else need to craft such mod which shouldn't be hard to do, but will require some amount of time to maintain it which is main problem for oftenly updated game.

I already have a program by Intel that automatically searches for recommended drivers. I used it a while ago and one of them failed. I just used it again a moment ago and I downloaded two. Only one successfully installed though the other gave me a message.

I've attached the drivers I downloaded and the message:

the one that failed looks like an update for a wireless card, not graphics driver...

for that matter I'm not even sure if the other will effect your graphics driver, as that utility looks like it services all your Intel parts.

Also guys above already noted your RAM is low so other thing you may try to do is set this launch option:

You may do that this way on Steam:

1. Right-click on the game title under the Library in Steam and select Properties.
2. Under the General tab click the Set launch options... button.
3. Enter the launch options you wish to apply (be sure to separate each code with a space) and click OK.
4. Close the game's Properties window and launch the game.

This should decrease base RAM usage for about 800MB and may increase overall game performance.

the joke is that on top of the existing graphics presets, you are looking for a preset for hamster powered ATMs

Hamster wheel generators + hamster however is a very unreliable and low power method of producing electricity (though can be used to light up little LED banks for amusement of said hamster), and ATMs of course are not exactly gaming rigs.

The hamster joke seems to have risen up on the Internet fairly recently to refer to weak or unreliable services. Ex. "<Company>, your servers are down, get better hamsters!"
