anyone know how to change locale by command line ?

i see some post say can use --locale=xx ....

but i can't use for now. is already can't use or have another way to use ?

Sadly no. There is still "--locale=pl-PL" option PA accept, but it's didn't worked for like a year and long time ago someone of developers told me there was no plans to fix it. So it's likely need to be removed.

If you don't have any Galactic War progress you can remove PA data directory that above "log" paths listed in this topic:
