Also known as "I'd rather not be helped with this". Seriously though, the dxdiag contains loads of relevant information. It's not just driver versions. Just post it.
Sorry... i thought this would only be a case of drivers not sure what you're going to find but i think it's just a bug in PA.
Not to be cheeky but there is a newer driver version than what you're using. But I agree with others it does look like a debug mode of some sort.
My original expectation was this would be caused by an older AMD card, we've seen similar issues in the past caused by a bug in those cards. However now that I know it's not an AMD video card I'm a bit more perplexed. It's possible it's related to the bug some others have seen (including myself) where the screen turns into a static noise texture, but this case is much more subtle so that is unlikely. Really we need more questions answered. Does it happen every time you play, or only sometimes? Is it only on gas giants? The gas giant shader does some peculiar things that are known problems for some older AMD (and much older Nvidia cards we don't support at all), and it's curious it's only a problem on silouettes around units for the most part. Does this go away if you turn off HDR? He posted his dxdiag at the same time I made my original post, so I killed it to prevent confusion.
This only happened on a gas giant, and when I pressed shift to show ghost structures, they would be the same blue thing in the pictures. Only happened on one game, and I've never seen it before. I never had the chance to turn HDR off. I think it eventually went away, because I remember invading another gas giant later in the match and not seeing this happen. There were a total of 4 gas giants if that has any value to finding the solution. And about my drivers; GeForce experience shows no new driver except an experimental one.
